Excel ROW Function Introduction
The row number of a reference is returned by this method. If you specify a cell range, it will return the row number of the first cell in that range.
So =ROW(B2) returns 2 and =ROW(C2:C9) returns 2 as well since it returns only the first row number If you insert the formula without any parameters, such as this =ROW(), in a cell, it will return the row number
